6 系統功能

6 System Function

6.1 數據采集和處理

6.1 Data Acquisition and Processing

6.1.1    變電所計算機監控系統應能實現數據采集和處理功能,其范圍包括模擬量、開關量、電能量以及來自其他智能裝置的數據。

6.1.1 The computerized monitoring and control system of substation shall be able to actualize the data acquisition and processing function, the scope of which includes analog quantity, digital quantity and electric energy as well as the data from other intelligent devices.

6.1.2    模擬量的采集包括電流、電壓、有功功率、無功功率、功率因數、頻率以及溫度等信號。

6.1.2 The analog quantity acquisition shall include the current, voltage, active power, reactive power, power factor, frequency, temperature and other signals.

6.1.3    開關量的采集包括斷路器、隔離開關以及接地開關的位置信號、繼電保護裝置和安全自動裝置動作及報警信號、運行監視信號、有載調壓聯絡變壓器分接頭位置信號等。

6.1.3 The digital quantity acquisition shall include the position signal of breaker, isolating switch and ground switch, the action and alarm signals of relay protective device and safety automatic device, the supervisory signal of operation, the position signal of tap of on-load voltage regulating system interconnection transformer, etc.

6.1.4    電能量采集應包括有功電能量和無功電能量數據,并能實現分時累加、電能平衡等功能。

6.1.4 The electric energy acquisition shall include the active electric energy data and the reactive electric energy data and shall be able to actualize such functions as time sharing, accumulation, electric energy balance, etc.

6.1.5    對有載調壓變壓器分接頭位置信號等量,宜采用硬接線點對點采集方式,可采用BCD碼或模擬量的采集方式。

6.1.5 For the position signal of tap of on-load voltage regulating transformer and other signals, the hard wiring point-to-point acquisition mode should be adopted and BCD cord or analog quantity acquisition mode may be adopted.

6.1.6    對實時采集的模擬量,應進行有效性檢查及相應處理。對實時采集的開關量應進行消除接點抖動的濾波處理。

6.1.6 For the analog quantity acquired real-timely, the validity check and corresponding processing shall be carried out. For the digital quantity acquired real-timely, the filtering processing for removing the jitter of junction shall be carried out.

6.1.7    對通過數據通信接口采集到的各種信息,應分別進行相應處理。

6.1.7 For different kinds of information acquired by means of the data communication interface, corresponding processing shall be carried out respectively.

62 數據庫的建立與維護

6.2 Establishment and Maintenance of Database

6.2.1    變電所計算機監控系統應建立實時數據庫,存儲并不斷更新來自I/O 單元及通信接口的全部實時數據。

6.2.1 A real-time database shall be established for the computerized monitoring and control system of substation to store and continuously update all the real-time data from I/O unit and communication interface.

6.2.2    變電所計算機監控系統應建立歷史數據庫,存儲并定期更新需要保存的歷史數據和運行報表數據。

6.2.2 A historical database shall be established for the computerized monitoring and control system of substation to store and periodically update the historical data needed to be preserved and the working report data.

6.2.3    歷史數據庫中的數據應能根據需要,方便的進行選擇和組合,轉儲到光盤中,長期保存。

6.2.3 The data in historical database shall be able to be conveniently selected, combined and dumped into the compact disc for long-term preservation as required.

6.2.4    數據庫應能進行在線維護,增加、減少、修改數據項。

6.2.4 The database shall be able to be carried out the on-line maintenance to add, reduce and modify the data item.

6.2.5    數據庫應有極高的安全性,所有經采集的數據均不能修改。

6.2.5 The database shall be provided with super-high safety and all the data acquired can’t be modified.

6.2.6    應能離線地利用數據庫管理程序進行數據庫的生成,并具備合理的初始化數據。

6.2.6 The database shall be able to carry out the off-line generation by making use of the database management program and shall be provided with reasonable initialized data.

6.3控制操作

6.3 Control Operation

6.3.1     變電所計算機監控系統控制操作對象宜包括:各電壓等級的斷路器以及隔離開關、電動操作接地開關、主變壓器及所用變壓器分接頭位置、所內其他重要設備的啟動/停止。

6.3.1 The control operation objects of the computerized monitoring and control system of substation should include the breaker and isolating switch of each voltage grade, electric ground switch, main transformer and the tap position of transformers used as well as the start / stop of other important equipment inside the substation.

6.3.2    變電所計算機監控系統應具有手動控制和自動控制兩種控制方式。

6.3.2 The computerized monitoring and control system of substation shall be provided with two control modes, namely manual control and automatic control.

6.3.3    手動控制包括調度通信中心控制、站內主控室控制、就地手動控制。并具備調度通信中心/站內主控室、站內主控室/就地手動的控制切換功能。控制級別由高到低順序為:就地、站內主控、遠程調度中心,三種控制級別間應相互閉鎖,同一時刻只允許一級控制。

6.3.3 The manual control includes the control of the dispatching and communication center, the control of the main control room inside substation and in-situ manual control. The control switching function among the dispatching and communication center, the main control room inside substation and in-situ manual control shall be provided. The sequence of control level from high to low is in-situ manual control, the main control room inside substation, the dispatching and communication center. The three control levels shall be interlocked and only one level control is allowed at a time.

6.3.4    在站內主控的操作員站或調度通信中心上進行的分步操作,應能對操作命令逐條進行指導、校驗后執行。

6.3.4 The multiple-step operation carried out at the operator station of master control operator inside substation or at the dispatching and communication center shall be implemented after guiding and verifying the operating commands one by one.

6.3.5    當計算機監控系統站控層及網絡停運時,應能在間隔層對斷路器進行一對一操作。

6.3.5 In case the station level and network of the computerized monitoring and control system stop working, the bay level shall be able to carry out the one-to-one operation to the breaker.

6.3.6    自動控制應包括順序控制和調節控制,由站內主控設定其是否采用。

6.3.6 The automatic control shall include the sequential control and regulation control, the adoption of which is set by the master control operator inside substation.

6.3.7    順序控制指按設定步驟順序進行操作,即將旁路代、倒母線等成組的操作在操作員站(或調度通信中心)上預先選擇、組合,經校驗正確后,按要求發令自動執行。

6.3.7 The sequential control means to operate according to the set sequence, i.e. the selection and combination of the group operation as bypass bus, changeover busbar, etc. is carried out at the operator station (or the dispatching and communication center) in advance and the automatic implementation is ordered as requested after verification.

6.3.8    調節控制指對電壓、無功的控制目標值等進行設定后,計算機監控系統自動按要求的方式對電壓一無功進行聯合調節。其中包括自動投切無功補償設備和調節主變壓器分接頭位置。

6.3.8 The regulation control means that the computerized monitoring and control system automatically carries out joint regulation to the voltage and reactive power as per the mode required after setting the control target value of voltage and reactive power, including automatic switching of the reactive power compensation equipment and regulation of the tap location of master transformer.

6.3.9    電壓一無功自動控制應充分考慮運行方式的需要和各種閉鎖條件。

6.3.9 For the automatic control of voltage and reactive power, the requirement of operation mode and all kinds of locking conditions shall be fully considered.

6.3.10    順序控制和調節控制功能管理應相對獨立。它可以由運行人員投入/退出,而不影響正常運行。

6.3.10 The function management of sequential control and regulation control shall be independent relatively, so that the input / exit by the operator won’t have an influence on normal operation.

6.3.11    在自動控制過程中,程序遇到任何軟、硬件故障均應輸出報警信息,停止控制操作,并保持所控設備的狀態。

6.3.11 In case of any software or hardware fault during automatic control, the alarm message shall be outputted, the control shall be stopped and the state of equipment controlled shall be kept.
